Explains how each and every person who uses the canal is a likely candidate for giving cash to the new charity via membership and donations. Estimates are between 85,000 and 130,000 people. Which works out to be a lot of potential cash for the New Waterways Charity. Remember that will mean that tax payers are paying twice for the canals.
